这里的it是形式宾语.
真正的宾语是：allowing children to chat online without any restriction.动词短语作宾语的时候,动词应该用ing形式,所以用allowing.
如果不用it作形式宾语的话,句子就是：
We don't think (allowing children to chat online without any restriction) any good.
我们认为（让孩子们不受*地在网上聊天）是没有好处的.
